Ilott, who survived a post-race stewards' inquiry to win the first race of the weekend in his Van Amersfoort Racing Dallara-Mercedes, has had five seconds added to his race time, dropping him to fourth behind George Russell and Red Bull junior Niko Kari.
He is one of four drivers to have been penalized in the same way from the second race, with two of the others also losing points as a result.
Red Bull Athlete David Beckmann has been relegated from fifth to seventh with the imposition of his 5 secionds, while Joel Eriksson drops from 10th to 14th.
The other driver to be penalized, Nikita Mazepin, finished at the back anyway in 17th position, so it makes no difference to him.
